The Manager reports to the FAA Office of Deputy Assistant Administrator for Human Resource Management (AHR-2). The incumbent is responsible for management and oversight of AHRs business operations, including business processes, budget, procurement, contracting, and inventory management at the national program level.
Duties Help

The Manager oversees the work of finance and contracts, which includes programs that impact AHR employees. The work includes complex projects/programs based on the objectives of the organization and the FAA. Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include strategic planning; communicating the organizations vision and objectives. The Manager sets priorities; assigns work tasks and responsibilities; manages the recruitment and hiring of employees; coaches and develops staff and organizational capabilities; prepares performance standards and evaluates performance; holds employees accountable for misconduct; identifies employee training needs; and administers/approves leave and other policies.

-Managing and overseeing AHRs business operations, in this role the incumbent is responsible for the entire AHR budget of an estimated $126,000,000 in annual funds that is spread across the AHR offices, which includes approximately $80,000,000 in Personnel Costs and Benefits (PC&B); Funding for National level programs such as the intern program, CASTLE program funding programs; and serving as a member of the AFN Financial Services Team in determining Operations funding requirements for all the LOB/SOs within the FAA. This work-group also defines funding levels for Discretionary Increase Requests (DIRs), Corporate Assessments (CA).

-Specific duties include, Developing and overseeing AHR business processes to ensure that they are efficient, innovative, and provide appropriate reporting; Overseeing AHRs budget and finances, including developing AHRs budget submission, recommending budget proposals to AHR leadership, and management of AHRs purchase and travel cards; Managing AHR procurement and contracting programs, including recommending procurement and contract options to AHR leadership and overseeing approved contracts; Managing AHRs fund certification program, including ensuring efficient, innovative, and appropriate reporting for AHR monetary awards, training, and personnel actions; Overseeing position management within AHR; Monitoring training requests within AHR; and Managing AHRs equipment inventory, including information technology and wireless inventory.

-Defines, acquires and manages resources by evaluating workload; developing and implementing (once approved) standard operating procedures (SOP) for staff; and establishing internal controls to ensure resources are appropriately utilized. Utilizes technology and automation tools to streamline processes, promote accessibility within AHR, and ensure transparent and timely reporting. Continuously evaluates AHR internal processes using validated process improvement methodologies (e.g., Lean Six Sigma or Prosci). Applies human centered design thinking in the development and maintenance of these processes and programs.

-Serves as the principal advisor to AHR leadership on the above functions, applying a detailed knowledge of the technical aspects of the work that is directed. Comprehensive experience in budget, finance, contracting, and workforce planning are required.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:

-Experience leading or managing Federal budget and financial management programs in excess of $100M, including budget formulation, execution, forecasting, resource allocation, and oversight of contracts or acquisitions in accordance with Federal laws, regulations, and agency policies;

AND

-Experience advising senior leadership on funding decisions and representing an organization in budget, financial management, or resource governance forums.
