This position is located in the Facilities Operations Branch which provides infrastructure and facilities operation and maintenance functions supporting Research, Development, Test and Evaluation and NAS Sustainment programs at the William J. Hughes Technical Center. The Branch is responsible for ensuring the reliability of center facilities and equipment support the 24-7 operational availability required of the Technical Centers infrastructure/utilities and facility systems. Serves as a Telecommunication Specialist and applies communications theories, principles, concepts, and practices to the needs of users, operational practices and procedures, and project management in regards to any telecommunication activities that may apply. Analyzes such performance so that computer specialists (Federal or vendor) may make corrections or adjustments in software or operating systems to provide the kinds and levels of service specified in telecommunications system requirements.
Uses knowledge of data processing equipment and communications and related application programs and processes applied to telecommunications concepts and interfaces for receiving, storing, processing, and/or transmitting of digital information within a system.
Performs technical duties and analytical work pertaining to the planning, development, acquisition, testing, integration, installation, utilization, or modification of telecommunications systems, facilities, services, and procedures.
Evaluates, analyzes, develops, manages, and improves communications systems, procedures, and requirements in regards to future trends in communications concepts and technology.
Reviews and analyzes Telecom Service Requests for FAA Operational and Administrative Network to assure compliance with FAA National Telecom Orders. Responsible for using required telecom hardware/software to develop, track, and maintain telecom service information. Must be familiar with circuit ordering systems such as GSA and vendor voice and data ordering processes.
Serves on technical committees and work groups responsible for reviewing technical drawings and making recommendations associated with the construction of new buildings and building renovations at the WJHTC.
Acts as a liaison between Telecommunications and Space Management, Lab Services, IT, Engineering, Tenant Organizations, and various other customers to ensure open communication and validation of requirements for customers telecom needs.
Acts as a Department Agency Representative Administrator (DAR) for WJHTC on various National telecommunications contracts for voice/data. DAR accepts telecommunications service orders and completion of service orders for vendors.
Acts as COR or alternate COR on local contracts for telecommunications services. Acts as TOR for WJHTC on National contracts for contractor support/services.
Assist the lead or manager with telecommunications planning, implementation, program management, and managing projects related to all aspects of telecommunications programs, systems, and procedures for the Technical Center.
May serve as a credit card holder for the Facilities Operations and Maintenance Section ANG-E331 and is the liaison between the Telecommunications function and finance/fund certifier to assure appropriate project related funding.
Performs multiple, varying, and complex assignments under the limited direction of a manager, project/ program manager, team leader, or more experienced technical specialist. May act as a contributing specialist on large work activities or as a team leader for single or small work activities.
Applies experience and advanced technical knowledge applicable to his/her discipline to accomplish assignments and to develop plans and techniques to improve programs and policies. Understands how his/her technical area interacts with or is affected by other disciplines and considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems. Typical assignments may include: system design and integration; rule making; investigation and inspection activities; compliance and enforcement actions; extensive research; and shared responsibility for project/program management.
Defines, plans, and organizes assigned resources to accomplish organizational objectives. Allocates resources to accomplish small work activities within established schedules.
